As of 2007, 76 cities were designated as learning cities by the Ministry of Education and Human Resources Development. Learning cities are largely government funded initiatives aimed at improving the well-being of the people through economic progress. This paper traces the development of learning cities in Korea against the background of the global movement to promote lifelong learning and considers the following questions. What makes a city a learning city? How is a learning city defined in terms of its administrative functions and what impact do these have on public perception? How can learning cities be made sustainable? What is it in Korean culture that fosters the development of learning cities?
