In France, a nation with successful rural development policies, such as LEADER and A.O.C., Parc de Naturel Regional (PNR) has been receiving more and more attention from policymakers and local governments. PNRs are basically natural parks and areas with certain geographical and historical features in common designed to promote rural development in terms of the economy, and the conservation of the landscape and natural environment. A characteristic of PNRs is that 12-year promotion plans called Park Charters are created by the municipalities and regional governments located in each PNR region. An external body monitors and evaluates the charters, and each participant of the PNR is clearly allocated roles and must achieve what is listed in the plan.
