Three types of paddy-farming management systems have emerged: rice key crop farming, wheat and soybean key crop farming, and vegetable key crop farming. These systems have been worked out by the Council for the Promotion of Paddy-Farming (Suiden-Nogyo-Suishin-Kyougikai) in each district in to make use of the "Fund for Building Local Production (SanchiZukuriKofukin)" . The transition to the Individual-household Income Support System for agriculture (IISS) hasn' t changed the direction of paddy-farming, although under the IISS, which is introducing a single uniform program throughout the country, implementation of these programs will likely be delayed. The key point is how the "Local Production Funds (SanchiShikin)" being considered by the IISS will be put to use by the Council for the Revitalization of Agriculture (Nogyo-Saisei-Kyougikai), which is currently looking into this matter.
