In this paper I investigate the history of Faculty of Philosophy considering the situation and reform which the Japanese universities are faced with. At that time, I take much notice of the history of (early) modern German university.
Considering the expertise of I. Kant concerning the organization about university, we can understand the relationship between universities and political power at the time of Germany.
