Abstract: Regional agriculture is facing a declining population, financial deterioration of municipalities, and weakening of relations of municipals with agricultural cooperatives due to mergers. Some municipalities are working to solve those problems by forming agricultural public corporations, in order to revitalize regional agriculture. Although agricultural public corporations have been continuously established for decades, little academic research has been conducted since the 2000s. Therefore, it is necessary to ascertain the current situation, such as the purpose and the function of establishment of agricultural public corporations. By using the survey of the Ministry of Internal Affairs and Communications, we conducted statistical analysis to identify and classify the business contents of the agricultural public corporations into four categories: production, sales and manufacturing, training and supporting new farmers and others. Next, by reclassifying the business contents and functional categories of agricultural public corporations, and comparing the results of the 2005 survey and the 2021 survey, we will clarify the trends and characteristics of agricultural public corporations in the 2000s. Abstract: Newcomers are becoming more and more important in Japanese agriculture, where the number of farmers is decreasing and farming issues are becoming more serious. For the success of newcomers in agriculture, the roles played by local farmers, who are called“support farmers”and“guardians,”are significant. The purpose of this paper is to analyze the relationships between newcomers and people involved in support for newcomers, including master farmers, and to clarify the importance of master farmers in supporting newcomers. We carried out a case analysis by taking up the effort to support newcomers to strawberry farming in Toyoura Town, where the organization of master farmers is greatly involved in the training system. In Toyoura Town, in addition to the local government that runs the training system and the farmers who actually accept trainees, many other people are also involved in the support for newcomers. In that situation, newcomers built relationships with many people, mainly master farmers, and these relationships were utilized in various situations. The roles played by master farmers in supporting newcomers were (1) education on farm management for trainees, (2) networking with farmers and local residents, (3) provision of farmland information, and (4) providing advice after starting farming. As these roles are closely related to the success of newcomers, we were able to confirm the importance of master farmers. In addition to providing information on farmland and vacant houses, local residents supported the lives of newcomers through daily interactions, such as sharing food. Furthermore, it was suggested that senior newcomers are very understanding of newcomers and may play an important role in the same way as master farmers. Abstract: In Japanʼs agriculture, there is a serious shortage of bearers and an aging population in hilly and mountainous areas, and new farmers must be actively accepted. However, in addition to the challenges faced by new farmers in general, the natural, economic, and social disadvantages of hilly and mountainous areas make it even more difficult for new farmers to start a new farm job. Therefore, support systems must be further strengthened in Hilly and Mountainous Areas.
In this study, a case study of Akaigawa Village, Hokkaido, was conducted to clarify the support system needed for new farmers in hilly and mountainous areas. Akaigawa Village supports the acceptance and establishment of many new farmers with a consistent support system for training and sales channels, and Dosanko Nosan Center, a direct sales group, is particularly active in accepting new farmers. Therefore, we examined the role of a direct sales group in the retention of new farmers.
In conclusion, it is clear that Dosanko Nosan Center contributes to the improvement of farming techniques and earning a stable income for new farmers by efforts toward the standardization of products within Dosanko Nosan Center and by having multiple sales channels, including direct sales to co-ops. This paper examines how and why the Cooperator system is being used to support new farmers, based on cases in three regions in Hokkaido where there are currently active members. The Local Vitalization Cooperator contributes to support for securing finance, and in combination with other support for securing farmland and technology, these support systems are established to assist new farmers with starting farming. There are five factors that contribute to the use of the Cooperator system as support for new farmers: three advantages for new farmers, and two from the perspective of the supporting actors. The advantages for new farmers are good support for living expenses, low risk of interruption of training, and long training periods. Abstract: The shortage of successors has become a problem for agricultural corporations, which have increased in recent years, and it is necessary to secure employees from outside the member households as successors in order to transfer the management of the corporations. In addition, as agricultural corporations are becoming larger and larger while becoming the bearers of regional agriculture, it is necessary for the region to work on securing successors to the agricultural corporations. This paper, based on a case study of paddy-field farming corporation in Fukagawa City, clarifies the actions required for an agricultural corporation with no successor to secure employees for succession, and the support required from the local community. The necessary actions for agricultural corporations are to clarify the intention of the employees to succeed to the business, and to recruit and train employees from outside the region in cooperation with relevant local organizations in order to secure successors in parallel with recruitment activities for personnel within the region. Abstract: The beginnings of modern animal protection laws can be found in the birth of regulations concerning prevention of cruelty to animals in 19th century England. In 18th and 19th centuries, in addition to the traditional prevalence of animal games (known as blood sport) as a pastime for the lower social classes, the problem of livestock abuse in urban areas became more serious due to urbanization as a result of the Industrial Revolution. In response to this situation of cruelty to animals, several regulatory proposals on prevention of cruelty to animals were submitted to the parliament at the end of the 18th century and beginning of the 19th century, out of concern for the state of social control. The drafters of these proposals attempted to control social order by regulating cruelty to animals, based on the idea that the improvement of morals would contribute to the stability of society. Abstract: This paper proposes a concept termed“ethical economic activity,”which means economic activities that aim to contribute to society or environmental conservation through corporate management or consumption, and examines what kind of approach can promote social consensus about the morality of ethical economic activity. The market failures approach by Heath is introduced to consider how economic activities come to have morality. Based on this approach, profit maximization strategies that utilize market imperfections are judged to lack morality. Then, Senʼs“realization-focused comparison”approach, which aims to correct injustice, and“public deliberation,”which promotes realization-focused comparison, are introduced and public deliberation is shown to be necessary to evaluate economic externalities. Then the role of corporations as an intermediary of public deliberation is shown through the discussion by Herrmann-Pillath and Boldyrev.
