| Abstract: | 本稿は,地域開発政策の下に急激な観光地化が進行している中華人民共和国の雲南省において,集落観光開発に最も成功しているとされる麗江納西(ナシ)族自治県黄山郷自華行政村を対象として,集落の観光開発における地域住民と行政との関係性のあり方を,実地調査に基づき検証したものである。その結果,地域社会が観光開発において自律性を発揮し得た背景として, 1)開発の初期段階における「第三者組織」の役割, 2)集落規模と開発範囲の一致, 3)伝統的な社会基盤や社会秩序の存在,が重要な要因となったことを明らかにした。これら知見は,集落観光の自律的発展のためには,当事者組織の組成によって,政策決定者としての行政と住民の間に何らかの相互対応的な関係が構築されることが重要な要件となる点を強く示唆するものである。 | | In this paper, based on an on-the-spot survey, the relationships between local residents and local government in tourism development of Baihua village, Lijiang, China, were examined. As the result, the background which has made it possible for local residents to develop rural tourism autonomously can be summarized as follows: (1) The role of "third sector organization" in the early stage of development, (2) Correspondence of community scale and land area for development, (3) Existence of traditional social relationships and rules within the community. These findings strongly indicate that it is one of the important points for self-sustaining tourism-development to establish a complementary relationship between local residents and local government by organizing an interested party. |
