| Abstract: | 地域資源への関心が高まった現在、地域が資源を保全しながらうまく活用してゆくことが、重要な課題である。また環境教育や観光などの「非消費的利用」の拡大で、自然環境の利用が多様化したが、従来の地域文化に根ざした利用との共存も重要である。そこで本稿では、地域資源を直接消費する「狩猟」と、非消費的利用であるバードウオッチングや観光が共存しつつ同じ資源を利用している石川県加賀市の「片野鴨池」を事例として取り上げ、資源にかかわる人や組織とそのガバナンスについて議論した。 | | The recent rise of awareness in community resources has made sustainable use of them as a critical issue to the community residents. The expansion of non-consumptive use of resources, such as environmental education and tourism, has diversified the natural resource utilization. However, the coexistence with traditional ways of use is also important because it relates to the maintenance of community culture. This paper examines the case of Ramsar List-registered Katano-Kamoike in Kaga, Ishikawa, where hunting and environmental conservation coexist. The various implications from the case are examined, and discussed based on the framework of the environmental governance and resource management. |
