Organizer: The management committee on the RIRiC version’s GM jury

GM作物の安全性は、国が認めるところではありますが、未だ道民の約８割が食べることに対する不安をもっています。また、意図せざる生態系への影響も懸念されている現状があります。わたしたちの生活に深く関わるGM作物の問題は、行政や専門家だけでなく、さまざまな立場にある道民も共に考え、判断する必要があるのではないでしょうか。 そこで、「もしも今後北海道で遺伝子組換え作物が栽培されるようになる場合があるとして、どのような機能をもった作物なら栽培が認められるでしょうか。どんな条件であれば栽培しても良いでしょうか」という討論テーマで、「GMどうみん議会」を開催することにしました。 「GMどうみん議会」は、市民参加型テクノロジーアセスメントの手法である市民陪審をもとにした、GM juryの仕組みを下敷きにしています。15人の一般市民が、専門家にヒアリングをしながら、ある課題についてグループ討論と全体討論を組み合わせて議論をし、課題に対する回答をまとめ、メディアに向けて公表するというものです。 この「GMどうみん議会」を出発点として、今後はGM作物のリスクをどう受け止めるかについて、道民とともに考え議論し形にする場を学内にもつくっていくことも目指しています。

The GM Domin Council follows the concept of the GM jury, which is based on the idea of a public jury, as an approach to public involvement in technological assessment. The session will involve 15 members of the general public discussing specific issues both in small groups and in plenary while collecting information from professionals, and their finalized views on these issues will be announced to the media. With the GM Domin Council as a starting point, we also plan to create a place on campus where we can work to consider, discuss and form opinions together with the people of Hokkaido on how to proceed with genetically modified crops in the future.
