| Abstract: | 日本の原発政策は，再処理・増殖炉路線を採用し，高レベル放射性廃棄物の地層部分を前提にしている。しかし現実には，どちらの前提も満たされておらず，バックエンドの未確立は原発稼働の基盤を揺るがしつつある。放射性廃棄物の処分は，発生者責任の原則がうたわれているが，直接的な排出者ではなく日本原燃（株）や原子力環境整備機構という中間的な組織に責任が転嫁させている。 |
