| Abstract: | 本稿の目的は，母子世帯になって10年以上経過する母子世帯の母親たちを対象に，彼女たちの無職期間中の求職，家計の維持，子育てを明らかにした上で，現在の公的な就業支援と生活保障（1）との関わり方について検討することである。本稿では以下の点が指摘できる。第一に，母親たちは無職期間中に公的な所得保障の利用率が高い一方，子育て支援と就業支援の利用率が極めて低い。第二に，母親は無職期間に親から経済的援助と子育て支援を受けることによって，いち早く就業によって自立できる。第三に，公的な支援策との関わりが弱い原因の一つは，母子世帯への生活保障が不十分で就業支援が使いにくいことと，もう一つは制度の情報が届いていないからである。 | | The purpose of this paper is to study how Japanese single mothers maintain households, raise children, and find jobs while they are unemployed, and examine whether income security and employment support are beneficial to them during this period. By focusing my study on Japanese single mothers who have been single parenting for over ten years, I intend to provide the following points: first, sufficient income security and child care support are crucial for single mothers during unemployment, which enable them to find jobs in a relatively shorter time and become self-reliant. Second, compared to child care support and employment support, public income security is of a higher utilization rate. Third, Japanese single mothers’weak involvement with the policy is due to insufficient life security and employment support, and the lack of awareness of the policy. |
