The Child Allowance System covers benefits provided to families to help meet costs and needs related to child-rearing and the support of other dependents. This system has been revised many times since its enforcement in 1972. Therefore, it is complicated for the scale of payment. This study aims to examine the transition of this system for children in general. In terms of coverage, the allowance was gradually expanded since the system’s inception. It can be interpreted that the system has been carefully designed with limited financial resources.
