In this research paper, first of all, from the representative works on social capital for American society, including the work of Robert D. Putnam, who has led the theory of social capital, and the discussion on it, we will renew the social capital theory. We will reconfirm the characteristics and significance of the social capital theoretically and politically, and consider the usefulness of social capital in civil society. On that basis, based on the knowledge gained from the works of previous studies, we are trying to promote the activation of Japanese civil society and explore what contributes to the development of civil society in Japan.
