戦前期の北海道工業は、原料・資源の賦存に依存する形で発展してきた。業種としては食料品が一貫してトップの地位を占めており、化学（製紙を含む）がこれに次いでいた。ただし、都市部には金属・機械工業がある程度発展していた。戦時期において、北海道に本社を置く地場企業は、業績を拡大していた。とりわけ機械・金属分野において業績の伸びは顕著であった。また、1940年以降にも北海道地場企業数が増大していたことがわかった。製造業企業が増加した要因は、戦時統制に対応した事業の分離が分社化というかたちをとったこと、それまで法人化していない個人事業所が法人化したことであった。従来いわれてきたよりも戦時期の変化は大きいこと、重化学工業化の進展もみられたことがわかった。
Hokkaido industry in the prewar period depended on the abundant existence of raw materials and resources to develop. The food industry consistently held the top position, followed by the chemical industry (including paper manufacturing). However, the metal and machinery industries were quite developed in urban areas. During the war, local companies headquartered in Hokkaido were expanding their business. In particular, the growth in performance was remarkable in the machinery and metal fields. Even after 1940, the number of local companies in Hokkaido increased. There are two possible reasons for the increase in the number of manufacturing companies. One is that the separation of businesses in response to control took the form of spin-offs, and the other is that individual business establishments that had not been incorporated until then became incorporated. Contrary to popular belief in Hokkaido history research, I was able to point out that there was a great change during the war. It became clear that the development of heavy and chemical industries was seen in Hokkaido as well.
