Abstract

Attention is currently focused on local tourism development as a new tool for regional rejuvenation while local society has a lot of problems such as decreasing population and local finance crisis. However, concrete roles and promotion process of it are not fully clarified. Especially, how local actors deal with outsiders through it is hardly referred. This study considers characteristics of local tourism development, and shows following three things. 1) Various local actors can be involved in it by utilizing regional resources. 2) It is important that many outsiders join it to promote a local learning and operate tours effectively. And, 3) local actors have to lead a decision making concerning it. Through analyzing behavior of the network constructed by local tourism development, this paper points out that "open community" is formed by various actors engaging in wider-ranging discussion from tourism development to regional rejuvenation, and has the possibility to be new bearer of regional rejuvenation. As a result, a possibility of new regional rejuvenation in which various local actors and outsiders participated can be viewed.
