韓国のハンタン江ダム建設事業におけるコンフリクト・アセスメント手法の研究

Abstract

Recently, a large dam project which threatens the multilateral functions of a rural area in South Korea has been the subject of debate. Objections have been raised by local residents and NPOs for a variety reasons, including environmental destruction. Tensions have become especially high over the construction of the dam project between local residents and the central government of South Korea. This resistance implies a failure in decision making in which the brunt of the sacrifice was upon the locals, yet the economic benefit was reaped by the down-stream urban areas. In such cases, farm areas with a shrinking population suffer a decline of land value where unpopular facilities are located and local residents feel that these facilities are being unfairly imposed on them. Moreover, upstream local communities are on the verge of being submerged by the dam. The concerns of those who are directly affected as opposed to people indirectly affected differ greatly. Accordingly, many countries try to settle these kinds of disputes through consensus building or conflict assessment in which participatory decision making plays a crucial role in conflict settlement, conflict prevention and natural conservation. The purpose of this article is to clarify the public conflict and opposition of the Hantan-river dam project in South Korea. It is helpful to analyze conflict case studies such as this in order to examine consensus building strategies which aim to settle such complicated problems.
