This paper uses LMDI (log-mean divisia index) model and analyzes the characteristics of energy-related CO2 emissions over 1990-2009 in China. The results show that after 2001, the emissions increase rapidly, regional emissions are remarkable, and 70% of the emissions are due to coal consumption. Then the paper analyzes the background of those emission characteristics. Finally the paper analyzes the change about CO2 emissions reduction policy, finds the unbalance in the local government's fiscal and the central government's unwisely decision are the main causes of big emissions.
