Abstract

The articulation policy between schools has been one of the most difficult problems in public education policy in Japan. We must learn the history of the articulation policy, which consists of selection and education until the end of World War II from the Meiji era, and in which education unwillingly depended on the selection because of the low capacity of the upper school. But education cannot depend on selection because university, by falling birthrate, became able to contain over 90% of the entrance into a school of higher grade applicant in the 2000s. We must build a new policy mainly on the education now. It will be achieved only through the collective endeavor of the participants including public authorities rather than symptomatic treatment demonstrated by deal with the national government.
