Why did Russia and China Go Separate Ways to Transition? : A Comparative Study on Initial Condition and Transition Strategy in Soviet Union and China

Abstract

An economic transition basically indicates the remarkable change of a planned economy’s system and structure. As the traditional socialist countries began to find their way from the planned economy to the market economy, the transition economics has become an important researching field worldwide. However, considering the concrete initial condition and the specific transition mode, the transition has diversity with different transition process and consequence among various transition countries. In this article, based on a comparative study on initial condition and transition strategy in Soviet Union and China, we mainly try to find out the reason why Russia and China ultimately go separate ways from the plan to the market in transition process. It argues that the different transition strategy is originally determined by the initial condition, especially by the different character of planned system in these two countries. The latter has a critical influence on the performance of the market-oriented reform and further determines the different way to each transition. By analyzing the reason why the incremental reform is effective in China but is ineffective in Russia, an argument that the specific transition strategy is endogenous to the concrete initial condition is given.
