Abstract

Ensuring the appropriate application of wages and social insurance for workers who move across national borders has become increasingly important. This paper investigates the measures taken by Austria to achieve these objectives. Austria, which had anticipated a large inflow of workers from new EU member states, strengthened its supervision of wages and introduced a system of administrative penalties for acts of misconduct. The study revealed that these measures have successfully prevented wage- and social dumping. The results also indicate that, Austria is independently carrying out measures within the unified system prescribed by the EU with regard to the approval of professional qualifications, such as nursing licenses, that need to be validated across national borders.
