Implementation of household wastewater treatment plants (Johkasou) installation is an alternative of construction of sewerage systems. After the enforcement of the Act on Promotion of Private Finance Initiative, PFI has been applied to implementation of johkasou installation. However, number of municipality that implements johkasou installation by PFI is only one percent of the whole municipalities in Japan. In this paper, the reasons why PFI was not accepted are discussed through two case studies.
