Abstract

The aim of this paper is to summarize the development of Hokkaido as a vegetable producing area and to clarify the changes that have occurred in vegetable marketing in Hokkaido. The conclusions that were reached are as follows: First, vegetable production in Hokkaido grew with the implementation of the government's rice-reduction policy and has expanded gradually into upland areas and dairy farming areas. 77 percent of the vegetables produced in Hokkaido are sold through wholesale markets and 51 percent are shipped to other prefectures. Second, as for marketing, over 50 percent of the vegetables grown in Hokkaido are used for processing or sent to food services. In addition, the share of imported vegetables, especially that of onions and carrots, both of which are grown mainly in Hokkaido, has risen rapidly in recent years. Regarding organically-grown vegetables, since the introduction of the "Organic JAS" system in 2000, the amountof imported organic vegetables has increased much more rapidly than those produced domestically. As a consequence, the market share of domestically grown organic vegetables has dropped sharply. Organic vegetables are, for the most part, sold directly to retailers and prices are higher than those for non-organic vegetables. Third, when the reorganization of production areas is considered taking food safety into consideration, three issues will be of critical importance: (1) steady product development, (2) the strengthening of relations with end-users, including food processors and the food service industry, (3) better use of wholesale markets.
