This paper is the study on considering the future role of public libraries from the pint of public policy research. We studied the actual situation and problems of the public libraries in Hokkaido by the method of questionnaire analysis. From the questionnaire survey, we can read the following things. As the population declines and the aging of society progresses further, the role of the library is getting higher. Also, as the Internet search system becomes more popular, the role of libraries' references is a little changing. It is essential to actively utilize public libraries to promote a wide range of local governmental policies towards the future. Furthermore, it is important for library staff to have a strong motivation to respond firmly to community’s needs.
