In Japan, local governments that utilize crowdfunding for policy realization has increased recently. In Kushiro City and elsewhere, the effect of facilitation of the financing in the company, the expansion at participation opportunities for this project in inhabitants out of the area, securing discipline on business are demonstrated by utilizing the crowdfunding. But there are problems such as the expansion at participation opportunities for this project in inhabitants in the area, building relationships between the company and investors, lack of the business to utilize crowdfunding, lack of PR of finished goods. In order to solve these problems and enhance the policy effect, it is necessary to inform positively to companies and inhabitants in the area by local government itself, to strengthen the partnerships between the local government and cooperating organizations and intermediaries, to prepare the environment where inhabitants in the area can easily provide funds.
