A trend has been witnessed in Hokkaido of wide-area agricultural promotion expressed through the collaboration of multiple agricultural cooperatives through the means of district associations of cooperatives. The main task of district associations is property management, meaning that there are limits to their contributions to the promotion of agriculture. This paper explores the historical development of district asociations and considers its relations with the restoration of district associations and their characteristics. In this analysis, district associations are found to have carried out numerous projects; furthermore, a mechanism was found for implementation according to the judgment of the chairpersons. That capability was maintained at a high level, through holdings of asets. District associations were restored in this way.
