Abstract
"Evidence-based policy making" (EBPM) is a method to evaluate and to improve the effectiveness of individual policy projects. It is not a method to evaluate the policy purposes.
In order to compensate EBPM the author proposes the appropriate use of the "affluence indicator", which is a value obtained by weighted average of the resident’s satisfaction levels on almost all aspects of ordinary citizen’s daily life. Attempts to build a comprehensive policy evaluation system by integrating "affluence indicator" with the EBPM may well be worth trying.
