Abstract

New entrants into farming always generate high transaction costs for searching for candidates, training in farming, and negotiating the transfer of farm assets. These factors hinder the new entry. In recent years, one of the pathways of entry into farming is newly developed Farm Complex Type, where greenhouses for particular crops are built by public entities for sell or lease to new entrants, in order to reduce initial investment and make farm businesses operated by beginning stable. We analyze the case of Urakawa town, Hokkaido where such farm complex for strawberry farming has been built and operated by the agricultural cooperative and the local government. One of advantages such Farm Complex Type has is a reduction in transaction cost for acquiring farm assets by beginning farmers due to intermediary holdings which means public entities obtain farmland and built farm complex, and then sell/lease a farm to beginning farmers. Another is to provide standardized farms with same size and facility that make it easier to train beginning farmers and establish farm business. On the other hand, Farm Complex Type has a weak point that the community of beginning farmers is likely to be separated from the existing rural community and building relationship with other farmers and organizations tends to be insufficient because various transactions are concentrated in public entities. In addition, sustainability of the program to promote entry to farming depends on financial and organizational conditions of public entities because of heavy human and financial burdens.
