Abstract

In recent years, the district associations of agricultural cooperative in Hokkaido tend to be revitalized. However, as a result of reorganization with other federations around 1960, the current main business has been asset management. This study analyzes the case of the Okhotsk federation of agricultural cooperatives to understand its background and the significance of revitalization of these district associations. Around 1970, the Okhotsk federation of agricultural cooperatives began to show signs of revitalization. However, it was inactive due to plan failure. Since 2000, this federation has been revived, and in the case of each cooperative, the respective chairperson's decision was considered. The chairpersons revitalized the district association because it needed a federation that could address local issues more efficiently. This can be regarded as a move toward maintaining a single cooperative and is considered a Hokkaido-specific phenomenon that avoids mergers.
