Abstract

This paper is to focus on The Minsei Party of president of Hamaguchi Osachi (1927-1931), consider selecting the candidates by The Minsei Party Hokkaido branch and Hakodate branch (Lower House election, Hokkaido Prefectural Assembly) proved The division of local administrative organ in Hokkaido. The Minsei Party of president of Hamaguchi Osachi period was snagged by the integration of local administrative organ in Hokkaido. There it was The Minsei Party Hokkaido branch and Hakodate branch in the highest of two-party system. The Minsei Party Hakodate branch was a system of group instruction by a member of the municipal assembly in Hakodate against Hokkaido branch centered upon Diet. In the age of two-party system, The Minsei Party needed Hakodate branch for taking sides with a man of weight in Hakodate. Adachi Kenzo was indispensable to control local administrative organ in Hokkaido by The Minsei Party. Ichiyanagi Nakajiro (The unit manager of The Minsei Party Hokkaido branch) had the formation of a close personal relationship, between Adachi. It was Watanabe Yasukuni and Koike Niro in the similar. The center of “personal link-up” in Hokkaido politics was Adachi. But aranegement of Adachi was a makeshift, the integration of local administrative organ in Hokkaido divided by conftontation between regions. The reputation of Adachi, to be called “The god of election” was becoming a mere shell in Hokkaido.
