This paper describes the current situation and problems of the injury and sickness allowance under the health insurance system in Japan. More and more persons receive the allowance due to mental disability and more than 20 percent of the beneficiaries have already retired. Considering the situation and problems described above, this paper proposes a new method of payment for the injury and sickness allowance. It insists that the allowance for the retired persons should be paid by the employment insurance because it is regarded as a payment for unemployment.
