In the course of constructing modern university system with Chinese characteristics, improving universities’self-development abilities is one of the core elements, amongwhich enhancing universities consciousness and capabilities of multi-channel resourcesexpansion especially on cost sharing is an inevitable pathway. From the perspective of costsharing theory, the study analyzes the rationality and validity of cost sharing activities inhigher education and compares the financial revenue of American public and researchintensiveuniversities and Japanese national universities. The research findings are asfollows: government funding and tuition are the main financial sources for public universitiesin China; the cost of public universities in America is shared by different subjects in abalanced way; in Japan, due to the Japanese National University Corporation reform, the cost sharing model has undergone distinct transformations, government funding isdecreasing annually and the cost sharing tends to be diversified. Thus, building a newcost sharing model for higher education in China is of great theoretical and practical valuein the new era. Specifically and first of all, changing cost sharing model is a necessaryway and basis for motivating the universities, cultivating autonomous consciousness andimproving self-development abilities. Secondly, autonomous consciousness and abilities arebehavioral basis for constructing modern university system. Thirdly, diversified financialsource channels could greatly enhance universities’ strength and reduce its cost. Last, itis suggested that general policy reform should be reinforced by the government. Whileendowing the universities with more autonomy in financial management, government shouldalso transform funding ways. Meanwhile, universities should be active in raising fund andrealizing the aim of diversified cost channels.
