Abstract

Regional agriculture is facing a declining population, financial deterioration of municipalities, and weakening of relations of municipals with agricultural cooperatives due to mergers. Some municipalities are working to solve those problems by forming agricultural public corporations, in order to revitalize regional agriculture. Although agricultural public corporations have been continuously established for decades, little academic research has been conducted since the 2000s. Therefore, it is necessary to ascertain the current situation, such as the purpose and the function of establishment of agricultural public corporations. By using the survey of the Ministry of Internal Affairs and Communications, we conducted statistical analysis to identify and classify the business contents of the agricultural public corporations into four categories: production, sales and manufacturing, training and supporting new farmers and others. Next, by reclassifying the business contents and functional categories of agricultural public corporations, and comparing the results of the 2005 survey and the 2021 survey, we will clarify the trends and characteristics of agricultural public corporations in the 2000s. Lastly, this paper examines the characteristics and factors of the agricultural public corporations that have the function of fostering human resources, which have been increasing in recent years.
