The purpose of this study is to clarify the relationship between league expansion and difficulties in the field by conceptualizing the history of“Japan women's football league”. This paper highlights the importance of efforts to be conscious of the actual situation of the field during the process of institutional change, and attempts to explain the characteristics of Japanese women 's soccer. In order to do so, this paper objectively organized media sources such as documents about women’s soccer, articles from newspaper and relevant institutions, and league programs. In conclusion, a top-down league expansion that does not take the situation of the field into consideration will lead to operational dilemmas in the team, such as increasing the operating cost burden of the team due to the league itself or advertising of the league, intensifying the competition among teams for private funds from the company, difficulties in acquiring competitive players, adding fatigue to players and deterioration of the playing environment. In other words, this study points out a new up-and-down 'relationship between league secretariat and the field', which is centered on the institutional level, strengthens the vulnerability of women's soccer.
