This paper argues the relations between diplomacy and democracy. In other words, what diplomacy is for the democratic system of the state. This work aims to compare the cases of Scandinavia and Japan. For this preparation, this work has the following discussion. First, elitism in diplomacy theory of International Relations and some issues of optimistic transnationalism appeared as global democracy or global civil society discussions are critically considered. Second, the Scandinavian diplomacy is argued as a model for studying diplomacy of democratic state. Lastly, this points out Japanese elitism in diplomacy and also some perspectives for the political understandings of democracy and diplomacy.
