As a big problem about local public finance, there is a problem of the legal validity of the compensation to the bank relevant to an affiliated organization. The consideration to this problem is important in order to maintain the soundness of local public finance. In addition, this consideration is important also in order to liquidate the past accumulated debt. In this paper, I verify the legal judgment about the validity of compensation concretely. Moreover, I verify the problem to compensation by a policy theory. This problem relates also to the policy decision function of the Parliament of local autonomy. Thereby, I consider the practical problem of public finances and a bank, and management of the future of local public finance.
