In recent days it is required to reconsider the normative basis of the social security rights. This paper proposes “contribution” as the normative basis of the social security rights which can be seen in the transition of the income maintenance systems of the United Kingdom and Japan. Subsequently, how it is located in the legal theories such as social security, constitution and labour laws, the relevance to the normative theories such as citizenship, justice and recognition theories and the implications to the design of the specific social security systems are investigated.
