It is required to reconsider the philosophy of social security in the situation of weakening basis of social solidarity. While the justice theories have been referred to so far, the care ethics have tried to establish the basis of responsibility of supporter side. Recently some thinkers have worked out theories for social policy based on the care ethics. They may get over the past problems of the liberalism theories basing social security and have implications for the design of social security systems from the viewpoints of responsibility of supporter and continuous reciprocity.
