According to the analysis results of the Weibo posts which were published during the 8.12 Tianjin big explosion accident by Government Weibo account “@Tianjin Issuance”,we found that regional Government Weibo has two functions in media environment of China. One is Government's political propaganda and the other is social media. According to the Chinese government policy, spreading information and answering inquiries are the main fuctions of Government Weibo. However, it shows limitation on information disclosure and meeting the public's needs in emergencies. The results also clarified that Government Weibo works as one kind of complement to main media to guide public opinion in China.
