This paper reveals how the characteristics of partnerships and social inclusion have changed. In this paper, we take the example of efforts in North Devon Biosphere Reserve. There are two perspectives to analyze. One is the current state of partnerships in the board. The other is the current state of capacity building of local communities and community involvement. Many of the members of the partnership are selected from the charity voluntary sector in the region. The capacity building and the community involvement are continued in field activities and carried out as an activity to draw interest from the residents. They are also conducted to support the community.
