| Abstract: | 「スポーツ」、「ツーリズム」、「文化」は、その各々が地域活性化の資源の一つとして、各地で有効な活用策が活発に議論されている。一方、バブル崩壊後、日本におけるスキー場の経営は全国的にますます厳しいものとなってきている。さらに、バブル期に大規模開発されたスキーリゾートにもまして、町のスキー場として発展してきた小規模なスキー場の単独での存続は、各地のひっ迫する財政状況も加え、より一層難しい状況となってきている。そういう中で、スポーツ、ツーリズム、文化という3 要素を有機的に結び付けることで、将来に向けてのまちづくりの活動を開始している地域も現れてきている。北海道釧路市阿寒町の阿寒湖温泉は、古くから道東の一大温泉観光地であるとともに、冬季の阿寒湖の氷上の活動をプロモーションしてきたが、2007 年度からさらに地域にある小規模なスキー場も含めた「冬の遊び場」としての阿寒湖温泉のポジショニングを行おうとしている。本稿では、これらの背景となるデータの収集と住民ヒアリングを行うとともに、スポーツ、ツーリズムと文化をむすびつけた現在の活動が、地域内でどのような影響を与えつつあるかを検証し、3つの要素を新たな時代のベクトルで結びなおすことで、地域経済再生へのツーリズム・イノベーションを図る戦略について論述したい。 | | Sport, tourism and culture are respectively discussed in many regions as vehicles for revitalizing local society. On the other hand, ski resort has been financially struggling specifically since the burst of so-called bubble economy. Especially, small-scale ski areas, which were originally developed for local society, have had difficulties in economic viability. In these circumstances, there appear some areas trying to synthesize three factors such as “Sports”, “Tourism” and “Culture” to design future direction of the region. “Akan-ko” (Lake Akan), Kushiro-city, Hokkaido, traditionally renowned for large-scale hot springs and various activities on ice, is reviewed as an example. Local people have just started to re-position the area with the new message “Playground in Winter” by including small local ski area. In this study, the background and current efforts at Lake Akan Hot Springs are examined with historical data and interviews. Finally, strategies for regional revitalization through tourism innovation are discussed by synthesizing three factors; sport, tourism and culture. |
