Abstract: Overabundant deer in Hokkaido causes varieties of human-wildlife conflicts, including severe damages to crops, forests and ecosystems, especially in rural areas. Hokkaido government has been addressing the issues mainly by controlling its population with local hunters' help, only to bring insufficient results so far. Some rural communities, on the other hand, took their initiatives to utilize deer as natural resources in pursuit of both deer management and economic development. Two case studies of such rural initiatives showed that population control, minimizing conflicts and economic development can be achieved together to some extent. I further discuss that successful and sustainable integration of deer management and rural development requires; -1- development systems for professional human resources both in the field and in administration; -2- consensus building among stakeholders both for long-term strategy and for routine activities; and -3- appropriate zoning for effective integration of conservation and resource utilization.
