Abstract: 1.研究の目的本研究の目的は、既存のグリーン・ツーリズムには含まれない継続的産消交流の役割を明らかにするとともに、農業・農村再生に繋がるグリーン・ツーリズム発展の方向性を示すことである。2.研究の背景と意義農村人口が減少する中で、交流人口拡大を求めてグリーン・ツーリズムに取り組む農村は多い。グリーン・ツーリズムは大抵の場合、行政による道の駅や直売所の設置に始まり、ファームインや農村レストランが開業し、農業体験が実施される。ニューツーリズムとして登場したグリーン・ツーリズムも結局は、ハコモノ基盤に陥っており、ソフト開発のうまくいった一部農村が成功しているに過ぎない。つまり、農業・農村を再生するためのグリーン・ツーリズムには抜本的な改革が必要とされているのである。グリーン・ツーリズムは、これまでの研究や農林水産省の定義から、そうしたハコモノによる経済的な利益よりもむしろ産消がリアルに触れ合うface-to-faceの交流の方が重視されるべきとの声が挙がっている。既に多くの現場で実施されている農業体験は、確かにface-to-faceの産消交流ではある。しかし、それには大きく分けて2点の問題がある。1つは、農業体験の位置付けが収益性にあるのか、あるいは社会性にあるのかといったことが曖昧なまま行っている場合がほとんどであることだ。もう1つは農村サイドのみで体験企画を練っているため消費者のニーズと乖離しており、また体験そのものがその場限りの表面的な産消交流で終わってしまうということである。それらの問題により、農業体験がそのまま農業・農村の発展に繋がることは少ない。一般のマーケティング論や組織間関係論をグリーン・ツーリズムに援用すると、既存のグリーン・ツーリズムにおけるマーケティングや組織間関係のあり方は時代遅れであり、それ故に上記のような問題が出てきていると推測できる。そこで本研究では、これからのグリーン・ツーリズムに必要と思われるワン・トゥ・ワン・マーケティングとライフスタイル・マーケティングの実践が可能で、生産と消費の「マリアージュ」という組織間連結が基本的にゆるい連携の一形態を提示し、この形態iiに近いと思われる提携運動やCSAの事例を「継続的産消交流」という既存のグリーン・ツーリズムとは異なる役割を持つものと捉え検討した。本研究における意義は、(1)従来、グリーン・ツーリズムの研究分野ではない継続的産消交流すなわち提携運動やCSAを事例とし、グリーン・ツーリズムに対して新たな切り口で展開を試みたこと、(2)グリーン・ツーリズムを一般のマーケティング論や組織間関係論を利用して捉え直し、問題点を明らかにすると共に今後求められるべき産消交流に向けての連携形態「マリアージュ」を提案したことである。通常グリーン・ツーリズムの研究で扱われる事例は、農家民宿・ファームイン・農業体験・道の駅・直売所・農村レストランにほぼ固定化されている。しかし、現状打破が必要とされるグリーン・ツーリズムには、これまでとは違った角度からのアプローチが有効になり得ると考えられる。現状のグリーン・ツーリズムのマーケティングについては、未だモノを中心とした4Pマーケティングに縛られていて、サービスマーケティングの手法を活用するには至っていない。また組織間関係に関しては、議論の蓄積は少なくないが、わずかな先行研究に関しても農村内部資源のみによる地域経営を目指すものがほとんどで、外部との連携が常識化している一般の組織間関係論の進展には追いついていない。つまり、既存のグリーン・ツーリズムの場面においてもマーケティング及び組織間関係を見直す必要が出てきていると考えられるのである。すなわち、本研究はグリーン・ツーリズムの今後の在り方を探る上で新しい試みになり得る。3.研究の内容本研究では、一般のマーケティング論・組織間関係論を基に既存のグリーン・ツーリズムを整理した後、今後あるべき姿として生産と消費の「マリアージュ」という連携形態を提示した。そして、その「マリアージュ」に類する継続的産消交流である提携運動やCSAの事例調査を行い、より農業・農村再生に結びつくグリーン・ツーリズムとしての「マリアージュ」確立を訴えた。本研究の内容は、以下の7章から成る。第1章では、農村の疲弊を打開するべく始まった取り組みを挙げた上で、本研究における課題と実施した研究方法について整理した。第2章では、これまでの農業・農村をめぐる生産者と消費者の動きをまとめ、日本におけるグリーン・ツーリズムの歴史と新しい捉え方を紹介した。第3章では、農業体験を主とする既存の産消交流の問題点を指摘し、マーケティング論・組織間関係論を援用しながら新たな連携形態である生産と消費の「マリアージュ」を掲げた。第4章では、「マリアージュ」に近いと思われる継続的産消交流の事例として、「三芳村生産グループ」と「安全な食べ物をつくって食べる会」の有機農業提携運動を取り上げた。37年も続いてきたこれまでの活動実績と提携運動の持つ性格を、聞き取り調査や体験調査などから明らかにした。第5章では、同じく「マリアージュ」に近い継続的産消交流の事例として、「えにわ田舎倶楽部」CSAを取り上げた。聞き取り調査や体験調査、またアンケート調査を行い、属する組織の関係や消費者会員の属性などについて探った。第6章では、マーケティング・組織間関係の観点から、第4章と第5章それぞれの事例の共通点・相違点を洗い出し、比較整理することで、より完全な「マリアージュ」を実現するための仕組みを提示した。第7章では、総合考察と研究の意義、及び今後の研究課題について述べた。以上の構成で、本研究は、生産と消費の「マリアージュ」が、農業・農村再生に結びつく真のグリーン・ツーリズムに欠かせないことを示した。農業体験に代表される既存の産消交流の目的が収益確保を主とするものなのかそうでないのかもはっきりせず、交流は単発的な取り組みに終わってしまっている。そうした問題に対し、本研究はグリーン・ツーリズムにおけるディマンドチェーン・マネジメントの実現とも言える、あらゆる生活レベルの人々を巻き込める継続的産消交流こそが今後のグリーン・ツーリズム成功の条件であると結論付ける。
In Japan, many rural areas face financial crises. Because aging society have come and the populations are being on the decrease. There are few young people who work on the land in rural areas.Local governments have started to do the green tourism projects to promote agriculture since 1990’s. They build direct sale places, roadside stations, accommodations and carry out agriculture experiences. So some areas surely increase the exchange people who come from cities. But most areas are not able to do well because of the lack of managements. It is necessary that they should innovate the present the green tourism projects.The Ministry of Agriculture, Forestry and Fisheries and some researchers think that it is important that the green tourism projects should plan to allow a close contact between farmers and consumers. That is to say, rural areas had better make opportunities to communicate with each other rather than turn a profit on the green tourism projects. To be sure, the present agriculture experiences are an epoch-making and a convenient system for busy person who live in cities. But rural areas generally can’t achieve a good result by the system. There are two problems in the present agriculture experiences. The first problem is to lose a balance between society and profit. The second problem is to have only one time to communicate with each other.From the marketing theory and the relations between organizations theory perspectives, the marketing and the relations between organizations on the present green tourism is out-of-date. Therefore such two problems have happened. For instance, the present green tourism’s marketing is lacking in one-to-one and lifestyle. In addition, those relations between organizations is lacking in demand-chain and looseness basically.So I suggest a new concept of cooperation between farmer and consumer which is called “Marriage”. “Marriage” consists of the one-to-one marketing, the lifestyle marketing, the demand-chain management (DCM) and the loose connection. In this thesis, I tried researching the roles of the sustainable partnership of farmer and consumer such as the collaborations and CSAII(Community Supported Agriculture). Because I thought that the collaborations and CSA looked like “Marriage”. Usually, the green tourism researchers don’t deal with the collaborations or CSA. But I regarded the collaborations and CSA as one of green tourism.The case study of the collaborations is the organic farming collaboration in Miyoshi area (Chiba prefecture). This collaboration has been done since 1973. The case study of CSA is “Inaka-club” which was begun in 1996 in Eniwa city (Hokkaido). They are examples which are attracted in the world. So it is worth while to notice that I examine existing conditions about those two cases. I inspected their situation by hearings, experiences, and the questionnaire. As a result, I disclosed that there are DCM in two case studies. And in two case study’s areas, rural people got some benefits from those actions. But they are different processes that lead to success. In the organic farming collaboration in Miyoshi area, lifestyle is more important than one-to-one. Meanwhile, “Inaka-club” hopes not for lifestyle but for one-to-one.On the basis of two case studies, there are two ways to make “Marriage”. If you would like to make strong partnership of farmer and consumer, you should do lifestyle marketing. And if you would like to make loose partnership of farmer and consumer, you should do one-to-one marketing.However those two models may not categorize completely. I think it possible to mix two models in a certain case. But I couldn’t refer to this idea in detail. And this thesis hasn’t been extended over the latest sustainable partnership of famer and consumer such as the “Nogyaru-project” which was formed by the young woman yet. These topics seem to require some investigations.
