Abstract: By analyzing certain factors influenced by interrelationships that exist between natural hazard occurrences and communities’ inherent social character, the state of vulnerability of a coastal community can be determined. In this study, two frameworks for analysis were designed, following the development of composite index for vulnerability of five coastal communities in the municipality of Baler, Province of Aurora, Philippines. Scores from individual respondents in a survey questionnaire were used to quantify the indicators of the seven factors that estimate the community’s vulnerability with a coastal community vulnerability index (CCVI). Seven factors include geographical, demographic, economic, food, environmental, institutional and capital goods. Transposition of these factors into the vulnerability elements identified by the Intergovernmental Panel for Climate Change (IPCC), exposure, sensitivity and adaptive capacity, determined communities’ vulnerability with the IPCC-CCVI. Study showed that the two frameworks helped facilitate a pragmatic risk assessment approach for ensuing plans towards community adaptation and mitigation.
