ソーシャルベンチャーに代表される社会起業は、事業の起業と展開によって社会が抱えている課題を解決することを目的としています。未曾有の被害を記録した東日本大震災の被災地では、これから無償ボランティアの後を継いで、社会起業家が復興に重要な役割を果たすことが期待されています。災害復興を果たしつつ、被災地の人々が生計を立てられる事業を興すことで、被災地における雇用創出と復興の両輪を回し、持続可能な社会システムを構築していく必要があります。そのための人材の育成が、いま急務となっています。
本シンポジウムでは、被災地において持続的な社会システムを構築し、被災者の方々がシステムを運用する手助けを目的とした、社会起業の役割と可能性に焦点をあてます。はじめに、アジアやアフリカの発展途上国における社会起業の経験について報告をして頂きます。次に、東日本大震災の被災地復興のために活動している方々から、現場の状況やニーズに関する意見を伺います。そして、一般企業の代表を交えて、被災地のニーズを反映しつつ持続的な社会システムを構築するための社会起業家に必要とされる要素と、それを率先して行う人材育成のあり方について議論します。

Social Entrepreneurship, as represented by social ventures, is aimed at resolving social challenges through business enterprises. As such, social entrepreneurs are expected to play an important role in the rebuilding of disaster-affected areas in the Tohoku region, which suffered unprecedented damage during the “Tohoku Region Pacific Coast Earthquake” and subsequent tsunami. Rebuilding in the aftermath of the disaster, through the establishment of enterprises in affected areas, will create employment for the survivors and enable them to rebuild their livelihoods, and ultimately lead towards the creation of a sustainable society. There has never been a more urgent need to develop the human resources necessary for this mission.
This symposium will focus on the role(s) and potential of social entrepreneurship in disaster-affected areas, ideally leading to the creation of sustainable social systems and making them available to disaster victims. Keynote speakers will talk about their experiences with social entrepreneurship in developing countries. Then, those who are engaged in supportive activities in the Tohoku region will report on condition in the disaster-affected areas as well as on the actual needs of the disaster victims. And finally, a discussion will be held with representatives of private companies on the traits considered essential for social entrepreneurs to create sustainable societal systems that accurately reflect victims’ needs, and on development of the necessary human resources to achieve such entrepreneurship.
