| Abstract: | The purpose of this paper is to analyze the effect of the policy promoting horticultural crops, using the case study of Kuriyama town in South Sorachi, Hokkaido. First we detail the characteristics of agricultural policy in this town. This policy deals with areas that cannot expand the scale of their paddy farming due to unfavorable farming conditions and also aims to promote horticultural crops and field crops. Other Hokkaido towns neighboring the main paddy field zone also have these characteristics. The policy is intended to allow each farm to intensify or expand its production, and it has helped farmers to diversify and to improve their management. |
