2011年11月南アフリカのダーバンにて国連気候変動枠組条約第17回締約国会議(COP17)が行われた。そこで、現行の京都議定書を2013年以降も延長し(延長期間は未定)、2015年までに新しい法的枠組み作りを目指している。日本は京都議定書の延長に反対し、独自の新国際枠組みの設立を目指しており、今後の日本の環境の取り組みが世界から注目されている。特に、アジア各国との二国間合意による新市場メカニズムの構築に向けた政策が一段と重要になっている。
政策にあたっては生態や社会経済シュミレーションやモデリングと組み合わせて策定・実施する必要があるため今回は、国内外からシュミレーションやモデリング、そして、環境施策の専門家を招へいし、活発な議論を期待している。この議論をCOP18等に提案していく。特に今回はインドネシアの熱帯泥炭地における持続可能な環境マネージメントに焦点をあて、環境政策とモデリングに関する議論を深めていきたい。

Japanese policy on the establishment of new market-based mechanisms for carbon trading, based on bilateral agreements with Asian countries has now taken on greater significance. To support the policy formulation, this workshop will feature environmental policies, as well as simulation and modeling involving ecosystems, society and the economy in Asia, with special focus on tropical peatlands in Indonesia.
In November 2011, the 17th Conference of the Parties (COP 17) to the United Nations Framework Convention on Climate Change (UNFCCC) was held in Durban, South Africa. At the conference, decisions were made to extend the Kyoto Protocol beyond 2013 and to develop a new legal framework no later than 2015.
As Japan opposes the extension of the Kyoto Protocol in favor of a new global framework, the country’s environmental initiatives are expected to attract increased attention internationally. In particular, the nation’s policy on the establishment of new market-based mechanisms based on bilateral agreements with Asian countries has now taken on greater significance.
In response to the need for modeling and simulation involving ecosystems, society and the economy to support the formulation and implementation of the policy, this workshop will feature in-depth discussions by invited experts in simulation, modeling and environmental policies from Japan and elsewhere whose input will be presented at COP 18 and other relevant events. Specifically, the workshop will include discussion of environmental policies and modeling with focus on sustainable environmental management for tropical peatlands in Indonesia.
