Abstract: This paper deals with aid bombardment which often occurs in priority issues of aid to developing countries, and aims to find the most effective and feasible modality to resolve aid bombardment. I analyzed the international tide of development aid formed by many donors and borne new aid modalities which include sector wide approaches and common pool budgets, and discuss the effectiveness of new aid modalities to least developed countries. Though new aid modalities are not necessarily sufficient to coordinate donors and resolve aid bombardment in the result, there is no other way to promote aid effectiveness without composition of modalities including new aid modalities. Alternatively, aid bombardment might be overcome at the end of competing donors.
