Abstract: | The Japanese government is now trying to reform the labour relations system of public officials including local public entities. They propose the officials regain the rights to conclude the labour agreements with the central/local governments and to make their working conditions autonomically. It is however very difficult to coordinate the relation between the recovery of the rights and the necessity for unification to the working conditions of the public officials. This paper explains the course of this reform plan and the current system of the labour relations of local public officials, and then examines some problems of the proposal. |
