Abstract: In 1991, a restructuring called the "Two stages for business by two stages of federations" system, was decided on during the general assembly of all Japanese agricultural cooperatives. Following the decision, the prefectural federation of agricultural cooperatives was reorganized into 35 prefectural headquarters under the Zennoh federation. On the other hand, there are eight independent prefectural cooperatives whose economic activities were revised to focus on sales in order to strengthen the prefectural functions. Previously, we studied independent prefectural cooperatives, such as the one in Hokkaido Prefecture. In this paper we report the situation of independent prefectural cooperatives in Kagoshima prefecture, which maintains strong agriculture mainly in terms of stockbreeding and horticulture. This study revealed several reasons why prefectural cooperatives in Kagoshima did not unite with Zennoh.
