Abstract: Mr. Tomeoka Kousuke, a pioneer in social work, established a home school in Sugamo, Tokyo in 1899. He intended to design correctional education combined with agricultural education and established a branch school in Engaru villege, Abashiri, Hokkaido, in 1914. At the same time, he established a farm utilizing land reclamation and a tenant farming system, by which he intended to set up new rural construction united with the school. This paper defines the content and meaning of the industrail union movement, focusing on new rural construction with the tenant farming system by Mr. Tomeoka Kousuke in Shanafuchi.
