| Abstract: | The purpose of this article is to examine the following two questions: one is, why, at what point terrorism cannot morally be justified; the other is, all kinds of acts of terrorism are morally impermissible under any circumstances. This paper is divided into three sections. In the first section, I examine the definition of terrorism and discuss the first question. In the second section, I examine (im)morality of assassination as a means of anti-government terrorism. In the third section, I explore the moral (im)permissibility of assassination by reference to the framework of just war theory in order to consider the second question. I conclude by arguing that there is no such morally justifiable assassination in reality although we can construct an ideal type of just assassination and argue moral permissibility of assassination at a theoretical level. | | 本稿の目的は、「テロは悪い」という前提のもと、「なぜ、どのような点でテロリズムが道徳的に正当化できないのか」と、「道徳的に許容できるテロリズムは存在しうるのか」という2つの問題について検討することである。本稿は3つの節に分かれている。まず、第1節では、テロリズムの定義を概観した上で、第1の問題にあたる「なぜ、どのような点でテロリズムが道徳的に正当化できないのか」について検討する。次に、第2節では、反政府テロリズムとしての暗殺が持つであろう（非）道徳性について検討する。最後に、第3節では、「道徳的に許容できるテロリズムは存在しうるのか」という問題を考えるにあたり、正戦論の枠組みを援用して、反政府テロとしての暗殺の道徳的許容（不）可能性について検討する。 |
